You will need butter, cocoa powder, sugar, eggs, vanilla, flour, baking soda salt, powdered sugar, mint extract, milk, and chocolate chps for the top layers.
Whisk the flour, baking soda and salt together, then stir into the wet ingredients, but don't over mix. Pour into a greased baking dish and bate for about 35 minutes.
Mix the mint frosting ingredients and beat until smooth. Add a little bit of green food coloring. Spread over the cooled brownies then refrigerate for one hour to set up.
Melt the butter with the chocolate chips and spread over the top of the mint frosting. Place back in the refrigerator for one hour to allow the chocolate to harden.
